The waiter who served us, after I paid the bill, asked me if it wasn't customary in Spain to pay for service; he hadn't mentioned it when he brought the bill, nor had anyone mentioned it in any other establishment in Munich, or anywhere else in Germany.
He showed me the percentages and I left what I thought was appropriate; but I don't think that "system" is legitimate.
